A council announcement, a recommendation and an agreed decision are not the same thing. Use the original papers to see what is proposed, who is considering it and what has actually been agreed. This guide brings the official starting points together with our Manchester reporting.

Find the meeting and its papers

Open the council's democracy pages, then choose committee meetings, agendas and minutes. Match the meeting date and item to the report you want to check.

Watch a meeting, where available

For meetings being filmed, the council says the agenda contains the Vimeo stream link. Its viewing guide also links to earlier recordings; not every meeting is necessarily filmed.

Read the council's budget

The council's 2026/27 budget page explains its service spending plans and links to the Budget Council papers. Check the financial year before comparing figures from different reports.

Understand scrutiny and participation

Scrutiny committees examine issues and make recommendations rather than taking the decisions themselves. Meetings are held in public, but speaking is not an automatic right: ask the Chair or Committee Officer about the arrangements.

Three checks before sharing a claim

  1. Place and responsibility. Identify the street, site or service affected and the body responsible. A regional announcement is not automatically a decision about your neighbourhood.
  2. Stage and evidence. An agenda report can ask for a decision or recommend action. Look for the decision record or minutes before describing a proposal as approved.
  3. Timing and money. Check the financial year and whether a figure is proposed funding, a budget allocation or recorded expenditure. Approval does not itself establish that work has started.
